The Presidential Amnesty Scholarship 2025/26, offered by the Federal Government of Nigeria through the Office of the Special Adviser to the President on Niger Delta (OSAPND), provides full scholarships to indigenes of the Niger Delta. The initiative is part of the Presidential Amnesty Programme’s reintegration strategy, aimed at building the academic capacity of ex-agitators and promising youths from the region.

🎓 Undergraduate & Postgraduate (Master’s) Scholarships
Who can Apply?
- Must be an indigene of a Niger Delta state (Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo, or Rivers)
- Must be at least 16 years old
- Undergraduate applicants:
- Must have sat for the 2025 UTME
- Must possess WAEC/NECO with at least 5 credits including English and Mathematics
- Must be applying as a fresh 100-level student
- Postgraduate applicants:
- Must hold a Bachelor’s degree (First Class or Second Class Upper)
- Must provide NYSC certificate, transcript, and degree certificate
- Previous PAP scholars must have graduated with at least a 2:1 to be considered for postgraduate funding

- Submission of online application with valid documents
- Shortlisting based on eligibility and documentation
- Aptitude test
- Oral interview
- Final selection based on merit and available slots
