Tell Me About The ICDF International Higher Education Scholarship:

The International Higher Education Scholarship Program, central to the TaiwanICDF, offers full scholarships to outstanding students from partner countries to pursue higher education in Taiwan through collaborations with local universities. The goal is to support the socio-economic growth of partner countries through the cultivation of highly talented individuals. This program also enhances the internationalization of Taiwan’s universities and expands Taiwanese youth’s global perspective.

Since 1998, the TaiwanICDF has collaborated with partner universities in Taiwan to establish the Taiwan International Cooperation Alliance (TICA), creating an operational platform to leverage and optimize the scholarship program under this TICA framework.

Who can Apply For The ICDF International Higher Education Scholarship?

Also, must ensure they meet the following eligibility criteria: 

  • Must be a citizen of a country on the List of Countries Eligible for TaiwanICDF Scholarship and meet any specific criteria set by their country or government of citizenship.
  • Must not be a national of the Republic of China (Taiwan) or an overseas compatriot student.
  • Must fulfil the admission requirements of the partner university associated with the TaiwanICDF scholarship.
  • Must meet all requirements for a Resident Visa (Code: FS) from the Bureau of Consular Affairs, Ministry of Foreign Affairs, and an Alien Resident Certificate (ARC) from the Ministry of the Interior of the ROC (Taiwan). Failure to meet visa requirements may result in the scholarship being revoked.
  • Must not hold any other ROC (Taiwan) government-sponsored scholarships (e.g., Taiwan Scholarship) during the same academic year as the TaiwanICDF scholarship.
  • Must not apply for another TaiwanICDF scholarship in unbroken succession. Applicants previously awarded a TaiwanICDF scholarship, MOFA’s Taiwan Scholarship, or an MOE scholarship must graduate by July 31, 2025, to be eligible for the 2026 scholarship.
  • Must provide the highest-level diploma by July 31, 2026. Those unable to meet this deadline may apply for the following year’s scholarship.
  • Must not have had any scholarship revoked by an ROC (Taiwan) government agency or related institution and must not have been expelled from any Taiwanese university.

What is the Benefit of the ICDF International Higher Education Scholarship?

Additionally, the scholarship comes with the following benefits:

  • Airfare: Round-trip Economy Class flights to and from Taiwan will be arranged by the TaiwanICDF. Students should check the airline’s luggage policies before departure.
  • Housing: Accommodation is provided, and all students are required to stay in student dormitories.
  • Tuition Fee: Fully covered by the TaiwanICDF as per the requirements of the student’s university.
  • Credit Fees: Covered for the number of credits registered as required by the university.
  • Insurance: Includes mandatory student safety insurance and additional accidental and medical coverage for the entire program duration.
  • Book Costs: Textbook purchases required by instructors are covered, subject to the approval of the institute’s director.
  • Allowance:
  • Master’s Program: NT$18,000 per month for food and living expenses, deposited monthly into the student’s local bank account.
  • Ph.D. Program: NT$20,000 per month for food and living expenses, deposited monthly into the student’s local bank account.

  • Applicants must complete an online application from December 1, 2025-March 15, 2026.
  • Please go to TaiwanICDF Scholarship Online Application System to fill in your application.
  • Please note that each applicant can only apply for one program at a time.
  • The applicant also needs to submit a separate program application to his/her chosen university.
